运用1999-2010年我国城市垃圾处理行业数据,通过建立固定效应面板模型,对我国35个主要城市垃圾处理行业的绩效水平进行实证研究,重点考查了城市垃圾处理行业维护城市建设资金支出对其绩效的影响,同时检验了市场竞争程度对该行业绩效的影响.结果表明：自2002年以来,城市垃圾处理行业实施的规制改革显著提高了垃圾无害化处理能力,增加了城市道路清扫保洁面积,该行业的绩效水平有了明显提升;另外,市场竞争对垃圾无害化处理能力的提高具有显著的促进作用.最后,为了推进城市垃圾处理行业绩效的不断提升,提出了强化对城市垃圾处理行业的规制力度,加大对该行业建设资金投入以及放松进入规制并引入市场竞争等政策建议.

英文摘要：

This paper examined the impact on performance brought by regulation reform of municipal solid waste industry with fixed effect panel data model based on the datas of main city level from 1999 -2010 in China. In this study, we focus on if the urban construction maintaining expenditure and market competition can improve the performance in municipal solid waste industry. The results of this study shows that： since the year of 2002, the regulation reform in municipal solid waste industry can improve the harmless disposal capacity of the solid waste and increase the urban road sweeping and cleaning area. In addition, market competition of municipal solid waste industry can improve the harmless disposal capacity of the sol- id waste. At last, in order to improve the performance of the municipal solid waste industry, we should carry out these policies ： strengthen the in- tensity of the regulation, increase the urban construction maintaining expenditure, relax the entrance regulation and promote the market competition in municipal solid waste industry.
