为了加强BT模式下公路建设项目的环境保护管理工作,通过理论分析BT项目环保管理中各方间的相互关系,首先研究了二次招标型、施工承包模式、工程总承包模式、完全BT模式四种典型BT模式的环境保护管理的特点。然后,以BT工程总承包模式为例,从项目发起人、环境监理、项目承办人(含内部建设部门)三个方面,构建了BT模式下公路建设项目环境保护管理的基本框架体系;提出了项目发起人侧重宏观监管、监理单位强化技术监管、项目承办单位实施综合管理和强化落实的模块化管理职责体系;建立了以项目承办人为核心,项目发起人、分包人、监理人、咨询单位等全程参与,各管理模块间通过过程监督、结果上报、监测反馈等方式紧密协作的系统管理网络。该研究成果在海南省公路BT建设项目中得到应用,理顺了环境保护管理的权责,提高了管理效率。
In order to improve the environmental protection management of highway construction under BT(Building-Transfer) mode, the management relationship among each participants in the BT construction project was theoretically analyzed. The characteristics of environment protection management system of four typical BT modes (secondary bidding type, construction contract type, general contract type, and complete BT type) were studied. Using the general contract as an example, the basic frame system of environmental protection of highway construction under BT mode was established from three aspects including BT project sponsor, environment supervision units, and BT project commitment units. The modu- lar management responsibilities was proposed that the project sponsor should focus on supervision and administration; the supervision units should strengthen professional management; the project commit- ment units should emphasis on comprehensive management and implementation. A management net was established, which takes the project commitment units as the core, and takes other units (such as the project sponsor, sub-contractor, supervisor, and advisor) as partners. All units are connected by the cooperative relationship of process control, results report, and monitoring feedback. The results were applied in the highway construction of BT project in Hainan Province, which straightened out the environ- mental management responsibility and improved the management efficiency during construction period.
