The success and failure of river diversion for hydropower projects is closely related with the choice of diversion standards that directly affect the construction of main works. It analyzed controlling factors in selection of initial construction diversion standards, adopted factor quantitative method to apply the object element analysis to multipurpose decision, established the fuzzy object element analytic model for the multipurpose decision of initial construction diversion standard, and gave examples so as to provide a new philosophy for the construction diversion scheme of multipurpose decision in hydropower projects.
