突发事件的频繁发生使我国面临的公共安全形势日益严峻。如何科学评估突发事件的规模和影响、正确判断事件形势,对有序有效处置突发事件具有重要意义。本文分别从自然领域和社会领域,突发事件、承灾体和应急主体,综述了应急评价的评价领域和评价对象。接着提出应急评价视角的三个维度——时间维、地域维和方法维。最后,展望了应急评价研究未来的发展方向。
英文摘要：
The public safety situation has been more serious for the frequent happenings of accidents. Evaluating the influence caused by accidents and assessing the situations of accidents has great significance for coping with accidents effectively and scientifically. The paper reviews the fields and targets from natural fields and social fields, as well as accidents, objects and subjects. The three dimensions of time, district, and method are raised and directions for further research are provided.
