在公共政策中,模型的分析方法非常普遍,许多西方学者运用模型对环境政策进行分析,以便探讨其产生的原因和效果。对于我国城市低碳发展激励政策而言,其模型应当以精英理论为基础,同时考虑政策系统中的政策客体和政策环境因素。该模型的合理性为我国典型城市低碳发展激励政策的实践所证明。
英文摘要：
The model analysis approach is very popular in public policy.Many Western scholar apply it for environmental policy analysis to explore the reasons why the environmental policy is made and its effects.For the incentive policy of low-carbon development in city,the model should be based on elite theory,meanwhile take account of such elements as policy object and policy environment in policy system.The rationality of the model is testified by the practice of the incentive policy of low-carbon development in our typical cities.
