日本实施的蔬菜价格稳定制度提高了菜农生产的积极性，保证了蔬菜的稳定供应，维持了国内蔬菜价格的平稳。蔬菜价格稳定制度包括蔬菜的计划性生产与销售调整制度、蔬菜应急管理制度和定单蔬菜价格补贴制度3个方面。此外，日本还通过设立价格稳定基金，形成了一套完善的价格调控体系。借鉴日本经验，我国应积极制定与蔬菜等农产品价格有关的法律制度，加大财政补贴力度，建立蔬菜的应急保障与预测机制，从而完善我国农产品的价格调控体系。
英文摘要：
The implementation of vegetable price stabilization system in Japan improves the enthusiasm of veg- etable growers, maintains the stable supply of vegetable, and keeps domestic vegetable price steady. Vegeta- ble price stabilization system includes vegetables planned production and sales adjustments institution, emer- gency management institution, and ordered vegetables price subsidy institution. Furthermore, Japan has devel- oped a set of complete price regulation system through establishing price stability funds. Learning from Japan＂ s experience, China should positively enact laws which are related to vegetables and other agricuhure prod- ucts, strengthen finance subsidy, and establish emergency the price regulation system of agricultural products.
