研究目的：系统诊断大城市边缘区快速工业化和城市化进程中的城乡土地利用问题，提出大城市边缘区土地利用战略框架。研究方法：系统分析法和案例分析法。研究结果：大城市边缘区经济社会发展迅速，土地利用形态变化急剧，土地利用中的矛盾十分突出，地域功能紊乱、土地配置失调、非农就业困难、土地利用粗放、生态环境破坏等问题制约了区域可持续发展。研究结论：应通过统筹区域土地利用、统筹城乡土地配置、农村土地制度创新、土地节约集约利用和土地资源生态开发战略及相关保障措施构建大城市边缘区土地利用战略体系，推动土地宏观调控更加系统地服务于经济社会发展目标。
英文摘要：
The purpose of this paper is to systematically diagnose the problems of land use in the metropolitan fringe areas during rapid industrialization and urbanization in order to propose a strategy framework for land use in the areas. Methods employed include system analysis and case analysis. The results indicate that the regional sustainable developments are restricted by following problems during the rapid development of economy and society and sharp changes demand, of land use patterns in the metropolitan fringe areas, which are extreme contradictions among different land use disordered regional functions, inefficient land allocations, low non-agricultural employment, extensive land use, degradation of ecological system and environment. The paper is concluded with some policy recommendations. It is necessary to establish land use strategy system of metropolitan fringe areas, including combination of the regional land use planning, coordination of urban-rural land allocation, innovation of rural land system, economical and intensive land use, and provision of guarantees for the ecological development strategy of land. The land use strategy should systematically facilitate the macro-level land use control and readjustment to be a feasible tool for the objects of economy and society development.
