广东专业镇通过特色产业聚集及产业生态系统构建，已成为广东省经济发展的重要创新增长极。但同时，支撑专业镇主导产业转型升级的共性技术供给缺失，产学研合作创新长效机制缺乏，严重制约了广东专业镇的可持续发展。促进专业镇从要素驱动到创新驱动转型的政策关键，需进一步厘清市场与政府的关系，以提升专业镇产业发展的自主创新能力为核心，优化专业镇技术创新政策的支持重点，构建共性技术产学研协同创新的长效机制，并建立符合公共财政原则的多层次政策支持体系。
英文摘要：
Guangdong specialized industrial township, through special industry clusters and construction of industrial ecosystem, has become an important innovative growth pole of economic development in Guangdong Province. While at the same time, the lack of ge nerie technology supply in supporting the transformation and upgrading of specialized industrial townships and the failure in establishing cooperation mechanism of ＂ industry university institute＂ both restrict the sustainable development of specialized industrial townships in Guangdong. To promote the specialized town achieve the transformation from characteristics of development driving to innovation driv ing, it necessary to further clarifythe relation between the government and the market to enhance the development of eapability of inde pendent innovation in professional town industrial as the core, and to optimize policy support priorities in technology innovation to build a long term industry university institute collaborative cooperation mechanism for generic technology and to construct the multi level policy support system in line with the principles of public finance.
