将近年来应用较为广泛的集对分析理论与模糊数学综合评判法进行对比分析，取各自优点，通过模糊数学综合评判法的复合运算思想的启示，参照内梅罗指数法的优缺点，改进集对分析法中的运算方式，并结合五元联系数态势表，既能更为准确地评价水质级别，又能区分同一级别的水质优劣状况。

Set pair analysis theory, which is used more widely in recent years, and fuzzy mathematics comprehensive evaluation method was con- trasted and analyzed, and their respective advantages was adopted. Through the revelation of compound operation thoughts in fuzzy mathematic com- prehensive evaluation method , referring to the advantages and disadvantages of the Nemerow index , we improved the operation mode in the set pair analysis method, and combined the five-element connection number situation table to evaluate water quality level more accurately and distinguished the water quality condition in one level.
