官方统计是由不同政府部门的统计所组成的。要使整个官方统计发挥最大功效,在不同部门统计之间,既需要相同统计内容的相互验证,又需要相关统计内容的衔接。本文以中国FDI统计以及外商投资企业统计为例,详细讨论了如何利用分布于不同部门的相关统计内容——包括商务部的外商投资统计、国家外汇管理局的国际收支统计、国家工商总局的法人单位登记资料、国家统计局的经常性企业统计、国家统计局进行的经济普查,最终实现针对中国FDI存量数据的验证,并将FDI统计与外商投资企业统计衔接在一起。本文认为,在官方统计一体化过程中,国家统计局居于统筹规划的地位,应该发挥积极作用。

英文摘要：

The official statistics consists of statistical branches in different government departments. In order to make better use of the statistical data to serve economic analysis, data from different statistical branches not only need to be verified mutually, but also need to be linked up. This paper takes FDI statistics and foreign-funded enterprises statistics of China as an example, discussing in details how to make use of different official statistical branches which include foreign investment statistics from Ministry of Commerce （MOC）, statistics on balance of payments recorded by State Administration of Foreign Exchange （SAFE）, corporation units register Statistics recorded by State Administration for Industry and Commerce （SAIC） and regular enterprise statistics and economic census recorded by National Bureau of Statistics （NBS）. Finally we validate China＇s FDI stock data and connect FDI statistics with foreign-funded enterprises statistics. Our eonelusion points out that NBS, which holds the coordinating and planning position in the process of official statistical integration, should exert a positive function.
