Urban public transport is an important urban infrastructure component is the ability to embody a comprehensive development and modernization of an important sign,the priority development of public transportation for city construction and economic development plays an important role.The priority development of urban public transport are affected by many factors.This paper mainly from road traffic external conditions,institutional reform,monitor security,legal system,traffic management and other aspects of analysis drawn：these factors to varying degrees,the city restrict the effective expansion of bus priority and orderly fashion.Finally,the article puts forward measures to address the factors constraining the development of public transport priority.
