对制度变迁的回顾有助于更好地理解制度的现实。新中国成立至今,我国食品安全保障体系共经历了五个阶段,二十一世纪前的制度变迁主要源自对社会、经济主体制度的适应性从禹变革,而之后的变迁则属外部危机压力下的主动调整。我国目前虽然基本形成多层次的食品安全保障体系,但在外部环境、监管能力、监管对象、消费主体等方面依然存在诸多治理困境。十八届三中全会对食品安全治理改革进行了重要表述,通过对其内容的分析可以看出,集中监管、多方共治将是未来我国食品安全保障体系改革的重要趋向。
