利用含有非合意性产出的DEA模型构建了静态工业碳排放绩效指数和动态工业碳排放绩效指数,对2003～2008年我国30个省区市的工业碳排放绩效进行测度,并运用静态面板数据模型对其影响因素进行实证分析。结果表明：样本期间我国整体工业碳排放绩效处于较低水平,区域间工业碳排放绩效极不平衡;样本期间全国工业碳排放绩效总体上处于上升状态;工业发展水平、工业规模结构、产权结构、轻重结构、能源结构以及能源强度等因素对工业碳排放绩效产生显著影响,但在不同区域间存在一定差异。

英文摘要：

This paper attempts to use the DEA Model,which contains undesirable output,to build static performance index of industrial carbon emissions and the dynamic performance index of industrial carbon emissions,so as to measure China＇s 30 provinces and municipalities＇ industrial carbon emissions performance and analyze the factors affecting the industrial carbon emissions performance.The results show that： the overall industrial carbon emissions performance of China is at a low level,and the performance of inter-regional is in the state of imbalance in the sample period;the whole country＇s industrial carbon emissions performance is on the rise;industrial development level,industrial scale structure,property right structure,proportion of heavy industry,industrial energy structure,industrial energy intensity etc.have significant effects on industrial carbon emissions performance,but some factors vary differently in terms of regional levels.
