现阶段全球信息化趋势已不可逆转，各级政府发展电子政务、建设政府网站已成为必然之势。藏族历史悠久，民族文化特质鲜明，西藏自治区在建设政府网站的时候，不仅要考虑在线提供政府的常规性服务，同时应针对藏族的民族文化特质进行双语网站的构建。从西藏民族文化特质的现实表现人手，分析了建设双语政府网站的必要性，对西藏现有双语网站中存在的问题进行了剖析，提出了双语网站建设的发展方向。
英文摘要：
Currently the global irfformatization trend has become inevitable. The authorities of all levels built their own websites and developed E - business. The Zang nationality has a long history, vivid national culture, therefore, when building governmental website, the Tibet Autonomous Region should not only consid- er customary service offered on -line to government, but also build bilingual website according to the particu- lar national culture of Tibet. Starting with real representation of Tibet nationality~s culture particularity, this paper narrates the necessity of building bilingual bilingual website of Tibet, and puts forward the governmental website, analyzes existing problems of present direction of developing bilingual website.
