本文简要介绍了近年来我国城市与城市群发展的概况,指出目前我国城市群交通规划中普遍存在协调发展机制不健全、规划前期研究不充分的问题。通过对城市群地区运输需求的调研,分析了城市间运输需求的时间与空间分布规律。本文还从规划依据、发展目标、不同方式的功能定位、跨方式衔接、运营规划与补贴以及规划方案的可实施性等角度阐述了城市群交通规划的关键问题,分析了城市群交通规划不同于一般区域或城市交通规划问题的要点,提出了做好我国城市群交通规划的建议。

英文摘要：

The paper introduces briefly the development of the city and urban clusters, points out the problems existed in transport planning of city clusters, such as the lack of coordination mechanism and pilot studies in related regions. Based on the investigations, it analyzes the spatial characters and time behaviors of the transport demand in metropolitan areas. Upon the differences of among urban transport planning and city cluster transport planning, the paper studies some key problems in urban clusters transport planning such as planning basis, target, functions of different transport modes, connection between modes, operational planning with subsidies and the enforceability of transport schemes. Finally, R gives the policy suggestions on better working out the urban cluster transport planning in China.
