劳务派遣员工一直以来被认为是劳动力市场中缺乏就业保护和组织支持的边缘化群体;短期用工的外部雇佣模式使其很少获得技能开发的机会.同时自身参与技能开发的动机不强。本研究基于劳务派遣现行制度下的三方关系,探讨派遣员工技能开发对各利益主体的积极意义,以及相关的制度设计问题。其目的在于推动该用工制度在我国的可持续发展。
Contract labors have long been recognized as the peripheral group lacking job security and organizational support in the labor market. The short term assignment deprives their training opportunities and discourages their activeness in the possible training. This paper studies the implication of skill development among contract labors, which can be brought to the three parties in labor contracting; further discusses the viable design of the relevant institutions. The general purpose of this paper is to promote the healthy development of labor contracting in China.
