Urban economic development models design need to make use of policy, combining with geography conditions and the resources endowment. Border port city＇s economic development mode selection should be considered combining function of port cities. Taking Heihe port city as an example, by working with the Manzhouli, Suifenhe, Hunchun port cities such as contrast, observing Heihe port city economic reality and the government direction, analysis of Heihe City economic development potential and constraint conditions, it is summarized the Heihe City＇s economic development model can named Project driving model. If the predictive model implemented, the following factors should be paid attention to, those are the bottleneck factors, foresight for financial support as well as the importance of the construction of credit environment.
