After constructing a state matrix of enterprise information systems, a decision support technique for the implementation order of application system for manufacturing enterprise is developed, which considers both synergy and the resources constraints. In order to obtain the practicable solution via this model, an assessing way for information systems is discussed from the point of both enterprise characteristics and competition emphases, and a technique for synergy matrix is expounded from the point of data flow between application systems. Finally, the proposed technique is illustrated by an example.
