以发展协调均衡的交通网络体系为目的,基于GIS平台构建了城市群交通网络载流模型,以京津冀地区为例,对县域交通网络的载流能力进行分析,通过理论载流总程值和实际载流总程值的计算,得出各县区的道路缺口里程及区域综合承载能力。结果显示,理论载流总程值较高的县区较多,市辖区较低;各市辖区实际载流总程值较高,县区较低;理论上,市辖区的交通相对较松缓,道路建设水平较高,而县区交通相对紧张,交通配套基础设施不够完善。最后提出,面对市区交通拥堵的现实情况,应加强高速路扩建,发展城市轨道交通,完善地下交通,优化城市公共交通等,提高居民低碳出行意识,缓解道路压力;对经济发展较为落后的县区应加大政府投资扶贫力度,加强基础型干路如省道、县道的建设,完善支路建设,扩大公路网络覆盖面。
With the aim of developing a coordinated and balanced transportation network system, the evaluation model of the flow-carrying capacity of the urban agglomeration traffic network is constructed with GIS platform. Take Beijing-Tianjin-Hebei (Jing-Jin-Ji) as a case study area, this paper aims to evaluate the capacity of the traffic network. Based on the calculation of theoretical carrying capacity and real carrying capacity, we figure out the road mileage gap and comprehensive carrying capacity of each county. The results showed that counties have higher theoretical carrying capacity and municipal districts have higher real carrying capacity. In theory, municipal districts' traffic is more relaxed and road construction level is higher, while the counties' traffic is relatively tight and transportation infrastructure is not perfect enough. Face the reality of urban traffic congestion, we should strengthen the highway expansion, develop city rail traffic, improve underground traffic, optimize the city public transport and residents" awareness of low-carbon travel. For those counties with relatively backward economic development we should increase the governmentg investment to strengthen the construction of basic roads such as provincial and county roads, improve the road construction, expand the coverage of highway networks.
