In the view of regional ST development,we divided the whole process of achievements inputs-transferring into two connected sub-processes,i.e.process of obtaining ST achievements information and process of ST information diffusing and transferring.By using two-stage DEA model,we can calculate the overall efficiency and sub-processes＇ efficiency.Based on the studies of this paper,we can get provide efficiency information and constructive measures to regional decision makers.
