The research has constructed the performance examine index system of public participation,in which the index weight is figured out by Delphi method and also one case of public participation of environmental impact assessment in Xiangtan Waste Incineration Power Plant is selected and the empirical study is conducted by fuzzy synthetic discrimination. The conclusion provides a scientific basis for improving public participation in environmental impact assessment and implementing the performance examine.
