During the process of continuing the industry transfer, the industrial chain integration is a hetero-organizing process to the regional economic system, otherwise the competitive industry fostering is a self-organizing process. Based on this, the article provides a theoretical mode of upgrading the self-development ability for the backward regions： outside forces translate into internal forces, and efficiently use the storage through increment. Finally, use this theoretical mode to provide corresponding thought and target of policy restructuring to the deviations arising in the policies of the industry transfer continuing of Chinese backward regions.
