农村居民点用地整理潜力与“挂钩”分区研究

城乡建设用地增减挂钩(简称"挂钩")是统筹城乡协调发展的有效手段之一,该项工作应从城乡互动的角度出发,综合考虑农村居民点整理可补充有效耕地面积和新增城镇建设用地的耕地需求量两方面因素而开展。本文以北京市平谷区为例,基于经济社会限制性和耕地自然适宜性的评价与分析,利用综合修正法估算了北京市平谷区农村居民点用地整理的现实潜力;然后通过建立挂钩能力指数模型,分析了城镇建设用地新增需求与农村居民点用地整理潜力之间的关系,并将平谷划分为三类挂钩区,进而提出相应的挂钩整理与运作模式、资金保障措施以及补偿安置方式。研究结果体现了区域间的共性与差异,符合当地实际,对保障挂钩政策的落实和指导挂钩项目区的选取具有一定的借鉴。

英文摘要:

There are a series of problems associated with rural residential land in China, such as diversified utilization patterns and inefficient utilization of land resources. To that end, there have been a variety of policies made for addressing these problems, e.g., connecting an increase in urban construction with a decrease in rural residential land (for short "CUR"), which would be an effective measure to alleviate the shortage in land for urban construction and to improve the overall efficiency for rural residential land. From the perspective of urban and rural interactions, the CUR should take into account the feasible potential of rural residential land consolidation and demands for cultivated land required for urban construction. In this paper, an error correction model was proposed to estimate the potential of rural residential land consolidation in Pinggu District in Beijing, with analyzing social-economy factors and performing cultivated land suitability evaluation. On the basis of analysis of the relationship between rural residential consolidation potential and urban development demands, a capacity index model of CUR was proposed to partition the CUR-zone. In the meantime, some suggestions, such as consolidation modes, financing, compensation, and resettlement, are given. Results indicate that 1) the demands for cultivated land for urban construction could be satisfied by rural residential land consolidation in Pinggu District. However, the potential of each town for rural settlement consolidation varies to some extent. As such, rural residential land consolidation should be performed in terms of the reality of the potential and situations in each town, as well as some measures to regulate the potential non-equilibrium; and 2) there are generally three types of zones partitioned in terms of the capacity index model of CUR.
