The environment and technical conditions, etc. of bilateral agricultural technology transfer were analyzed theoretical-ly, and the modes and utility of both side were analyzed empirically by using Erramilli theory, the dissipative structure theory and continuous Logistic model. And on this basis, policy suggestions to deepen bilateral agricultural technology transfer were put forward from aspects of enterprise, policy support and making full use of geographical advantages of Xinjiang.
