针对我国国家高新区发展中存在的产业集群缺乏创新协作机制、科技成果与市场需求结合不紧密、企业的科技成果转化主体作用发挥不明显等问题，本文从提升国家高新区区内企业的自主创新能力、加快国家高新区产业结构的升级和经济增长方式的转变以及推动国家高新区跨越式发展等视角，阐述了创新集群培育的必要性，并总结归纳了依托现有产业集群、依托科技系统和依托龙头企业等三种创新集群培育的主要路径，最后提出了以重点企业为核·心打造技术创新链、以科研机构为主体打造知识溢出链、以创新联盟为载体打造研发协作链、以配套体系为支撑打造创新服务链和以市场竞争为手段打造产业价值链的创新集群培育的主要策略。

英文摘要：

In view of the problems existing in the development of national high--tech zone, such as industrial cluster is lack of mechanism of collaboration, the combination of innovation achievements in science and technology with the market de- mand is not tight, the main role of the enterprise in transformation of scientific and technological achievements is not obvious, and from the viewpoint of raising the ability of independent innovation of the national high-- tech enterprises, accelerating upgrading of industrial structure and transformation of economic growth pattern, promoting great--leap --forward development of the national high--tech zone, the paper expounds the necessity of cultivating innovation cluster, and summarizes three kinds of main paths to cultivating the innovation cluster, which is depending on the cur- rent industry cluster, relying on science and technology system and leading enterprises. Finally the paper puts forward some main strategies to cultivating innovative cluster, which include building technology innovation chain with focus on key enterprises, building knowledge spillovers chain with scientific research institutions as the main body, building research and development cooperation chain with innovation alliance as the carrier, building innovation service chain supported by supporting system and building industry value chain with market competition as the means, etc.
