The academic burden cured,focus on policy governance aiming to explore the radical way of policy. Survey from the policy network, academic burden is the result of public policy misalignment,education policy misalignment and relevant policy mismatch. Based on the public policy of environment system,the education policy of function system and the related policy of measure system,the＂trinity system＂is the logic system of the academic burden policy management.Based on this,innovative academic burden policy governance mechanism design,should from rule of man to rule of law is to correct the public policy value,from the results to the policy of education in the process of scientific research and from single to multiple relevant policy coordination.
