在对政策扩散理论及其相关研究进行回顾的基础上，提出公共政策扩散的文献量化研究维度与方法。以中国科技成果转化政策为例，通过对政策文献外部属性特征的参照网络分析，以及政策文献内部工具运用的关键词时序分析，从强度、广度、速度与方向四个维度研究科技成果转化政策扩散的过程和特点。研究发现，在中国科技成果转化政策中，规划类和法律类政策扩散强度较高，在时序上具有集中分布特征；与规划类政策相比，法律类政策扩散广度更高，覆盖范围更广，在各级机构间的扩散更为持久和稳定；法律类政策的扩散速度相对较低且基本保持平稳，而规划类政策在短时间达到高峰后出现骤降并持续下滑；通过对创业风险投资和风险补偿两类金融工具的关键词时序分析，呈现出从上而下、从下而上以及平行扩散三种扩散方向。研究表明政策参照网络和关键词时序分析可以从强度、广度、速度与方向的维度有效揭示政策的扩散过程和特点。

英文摘要：

Based upon the policy diffusion theory, this research identifies research dimensions of public policy diffusion in terms of quantitative analysis of documents, and proposes a paradigm to measure the diffusion. By taking the policies of scientific and technological achievement transformation in China as an example, the study analyzes stratified networks of external characteristics as well as the time sequence of key words during the implication of internal instruments in policy documents. This study examines the process and characteristics of policy diffusion from four dimensions （ strength, width,speed, and direction）. The research has several findings. In the policies of scientific and technological achievement transformation in China, planning policies and legal policies have high strength on diffusion and both concentrated in the frequency distributions. Compare to the planning policies, legal policies have more dimensions on diffusion width, geographically involve more regions, more durable and stable in the diffusion process of all levels. Unlike the diffusion speed of the legal policies stays relatively low and steady, the speed in the planning policies case falls sharply after reaching at its peak in a short period of time, and maintains a tendency of descending in general. Through the analyses of time sequence of key words in the financial instruments of venture capital and risk compensation tools for startups, policy diffusion appears three apparent directions, which are top-down, bottom-up and parallel. This research states that, through analyses on stratified network and key-word time sequences, it＇ s effective to reveal the process and characteristics of policy diffusion from the four research dimensions.
