通过构建城市效率评价指标体系,采用DEA交叉评价模型对处于西北干旱区的甘肃河西地区5个地级市的城市效率进行评价研究,以克服传统DEA无法区分有效单元之间的优劣.结果表明:河西地区城市效率总体水平不高,工矿型城市效率高于非工矿型城市,人口规模与城市效率的相关性尚不显著,从规模效率的角度看河西地区的城市目前还具有很大的发展潜力.在此基础上提出了提高河西地区城市效率及城市未来发展的对策.
An urban efficiency evaluation index system was established and the urban efficiency of 5 cities in the Hexi corridor was evaluated based on DEA cross-evaluation model,for the purpose of distinguishing the advantages and disadvantages between the decision making units.The results show that general level of urban efficiency of 5 cities in the Hexi corridor is not so high and has not achieved the desired state;the urban efficiency presents a diminishing trend from the mining-based cities to non-mining-based cities;urban efficiency and city size are positively related;the correlation between urban population size and urban efficiency is not significant and,in an overall sense urban efficiency and city size are negatively correlated.The comparative analysis results show that the urban efficiency of the Hexi corridor presents a rising tendency.In order to increase the urban efficiency and promote the future development of cities in the Hexi corridor,some optimization measures are given at the end of the paper based on the above analysis.
