休闲旅游是21世纪全球经济发展的动力源泉,在世界经济发展格局中具有重要的战略地位。对世界休闲旅游中心的国际竞争力进行科学合理的评价,是提升休闲旅游中心发展质量的客观要求。本文依据已有的研究成果,结合世界休闲旅游中心的发展特点,在借鉴休闲旅游活动评价指标的基础上,构建了包括国际旅游业绩、休闲旅游资源、休闲旅游基础设施、人力资源、支持政策五大综合指标在内的休闲旅游中心国际竞争力评价模型,同时采用层次分析法（AHP）并借助现代计算机技术确定评价模型中各因子的权重,基于2013年的统计数据,对香港特区和澳门特区作为休闲旅游中心的国际竞争力进行了评价分析,评价结果有助于为提升其世界休闲旅游中心发展水平提供思路。
英文摘要：
Leisure tourism is the power source for the twenty-first Century global economic development, and has an important strategic position in the world economic development pattern. Scientific and reasonable evaluation on international competitiveness of the world tourism and leisure center, is an objective requirement to raise the development quality of the leisure tourism center. This research according to the existing research results of the article, combined with the development characteristics of world tourism and leisure center, and on the basis of learning evaluation index of leisure and tourism activities, sets up international competitiveness evaluation model which contains five comprehensive index, including international tourism performance, leisure tourism resources, leisure tourism infrastructure, human resources, and support policy of leisure tourism center. At the same time, using the Analytic Hierarchy Process （AHP） and with modern computer technology to determine the weight of each factor in the evaluation model, and based on the statistical data of 2013, the international competitiveness of Hongkong and Macao leisure tourism center are evaluated and analyzed. The evaluation results are helpful to provide ideas for Hongkong and Macau to promote the development level of world tourism and leisure center.
