This paper describes a basic framework of the Tibetan screen get-word and translation,where the system text out API is used to capture text.And we also propose a Tibetan word segmentation method for identifying current word that cursor place word to translate with Tibetan and Chinese part-of-speech dictionary.And on the Windows platform we developed the Tibetan-Chinese-English getword and translation software.
