本文以2000~2011年省际面板数据为样本,采用SFA模型实证研究了我国高技术产业技术创新效率及其影响因素,并进而对政府R&D投入在技术创新效率中的空间外溢效应进行分析。研究发现:我国高技术产业技术创新效率总体呈下降趋势而区域间差距不断缩小;政府R&D投入和自主创新倾向对技术创新效率没有明显影响,地区开放度对技术创新效率有负面影响;在政府R&D投入的空间外溢方面,财政竞争引发的负向外溢比知识溢出形成的正向溢出更为显著,除西部政府R&D投入对中部高技术产业技术创新效率有正向空间外溢外,政府R&D投入对高技术产业技术创新效率的空间外溢表现为发达地区对不发达地区的负向空间外溢。
This article empirically analyzes technical innovation efficiency of high - tech industry and its influencing factors based on SFA model with panel data of 2000 -2011. Then it studys the spatial spiUover effects of government R&D expenditure to technical innova- tiori, Research finds: technical innovation efficiency of high - tech industry declines and the regional disparity decreases; government R&D expenditure and independent innovation tendency do not play obvious impacts to technical innovation efficiency, but region openness plays negative effects; the spatial spiUover of government R&D expenditure from fiscal competition is stronger than that from knowledge spiUover.
