Recently, the cold chain logistic industry was in a rapid development in China. However, there were also many problems existing in the process of development. One of the most prominent problems was the irrational allocation of resources and the absence of the government in the alloca- tion of resources. This paper analyzed the allocation problem existing in the cold chain logistic industry from moral hazard management, the competition and cooperation between the enterprises, cost control of the cold chain logistic equipment, financing of the middle - small logistic enterprises, talent system and other aspects. And gave some policy recommendations from the aspect of market mechanism, cross - region - cooperation, maintenance and renewal of the cold chain logistic equipment, financing mode, human resources, etc.
