通过构建数理模型分析推导以及采用2003-2011年中国31个省市自治区的面板数据实证分析了区域内外绿色技术知识存量以及非绿色技术知识存量对技术创新的影响,同时进一步分析了环境规制对绿色技术和非绿色技术研发路径依赖的影响。结果表明:(1)区域内绿色技术和非绿色技术的路径依赖特征均较明显。(2)绿色集聚水平越高,区域内企业越倾向于绿色技术创新。(3)环境规制显著抑制了区域内外非绿色技术知识存量的影响,促进了绿色技术创新,但同时也促进了非绿色技术创新,环境规制效用并不十分理想。因此,政府应当加大环境规制强度以及合理政策引导才能有效促进中国经济绿色增长。
The paper constructs a mathematical model and conducts an empirical test on China's 31 provinces be-tween 2003-2011 based on panel data method. Based on the model and empirical test, the paper analyzes the in-fluence of the green knowledge stock and the nongreen knowledge stock on technology innovation within or out-side the region and the influence of environmental regulations on green technology innovation and the nongreen technology innovation. The results show that the internal green knowledge stock is positively related to green pat-ent activities, while the nongreen knowledge stock is positively related to green patent activities. It is obvious that there is path dependence in the type of innovation both from green knowledge stock and from the the nongreen knowledge stock. The higher the aggregate spillovers, the more enterprises in the region in favor of green technol-ogy innovation. Environmental regulations inhibit the influence of the nongreen knowledge stock within or outside the region significantly. And it promote the green technology innovation and the nongreen technology innovation. The impact of environmental regulations is not ideal. Therefore, the government should increase the intensity of environmental regulation and implement reasonable policies in order to promote China's green development.
