农产品市场的经营商户是联系农产品生产者和消费者的纽带,他们的运营加速了农产品的流通,是“三农”经济发展的催化剂。为了解决农产品市场经营商户的信贷融资难题,寻求政府、银行、农产品市场、经营商户之间的融合点,选取湖南最具代表性的农产品市场红星大市场与马王堆农产品批发市场,并采用抽样调查研究法,对农产品市场经营商户的特征、信贷融资现况进行了系统分析。结果表明,抵、质押贷款和担保贷款是商业银行的现有的两种主要信贷模式,而农产品市场经营商户的组织化程度不高、可供抵押的固定资产缺乏。因此,商业银行目前难以找到与农产品市场经营商户合作的融合点。然而,农产品市场经营商户的信贷融资意愿强烈,为此,提出了信贷融资模式必须紧密连接农产品市场,创新并发展为农产品市场量身定制的六种融资模式,才能迅速盘活各方资金供需,切实解决农产品市场经营商户的融资问题,从而推进农产品市场的发展。
Agricultural retailers are the bridge between agricultural producers and consumers and they help accelerate the circulation of agricultural products as the catalysts of the "rural economy". In order to deal with the credit difficulties for agricultural retailers and to find the convergence point among the Government, banks, agricultural market, and retailers, this paper, based on the survey data from the two representative agricultural wholesale markets in Hunan Province: the Hongxing Market and Mawangdui Wholesale Market, investigated and analyzed the characteristics of the retailers and their current credit situations. Results show that the collateral loans and loan guarantees are two major credit models from the commercial Banks. Since these two models have relatively low systematic management degree and retailers are normally lack of fixed assets as collaterals, it is difficult to find an operational convergence point between retailers and banks. To meet the strong credit needs for retailers, we suggest that the credit models for agricultural retailers must be closely connected with the agricultural market. This paper also developed six creative credit models for agricultural retailers. These models can quickly activate the parties of supply and demand of funds, solve the credit problems of agricultural retailers, and to promote the healthy development of agricultural product market.
