The construction of the ＂Legal Anhui＂, as major strategy, is promoted by Anhui CPC Committee. To appreciate its responsibility is an important theoretical problem to the construction. Legal Anhui is not a regional legal construction, but a part of construction of legal China, with the situation of Anhui Province. Legal Anhui has relation with some differences from ＂Safe Anhui＂ and ＂Rule by law＂. The author considers the construction of the ＂Legal Anhui＂ should focus on legal administration and the justice of judicature. The construction of the ＂Legal Anhui＂ must be based on the respects for human rights, properties and contracts, emphasizing the cultivation of civil society.
