由于风险分散的内在性、风险传染的有限性以及资金来源的稳定性,保险业在一国金融稳定中具有十分独特的作用。保险与银行之间的相互渗透,一方面能够在微观上因机构间不同的风险状况分散集团风险,在宏观上因行为方式的不同对金融稳定发挥不同的作用;但另一方面也会通过股权纽带联系与金融工具交易等渠道,导致跨部门的风险传染,因此有必要在加快发展保险业成为金融体系三大支柱的同时,充分认识保险业作为不稳定来源的可能,有效防范银行与保险的跨部门风险传染。
The insurance industry can play a quite unique role in national financial stability because of its inherent function of risk diversification, limited risk contagion and stable capital sources. The mutual penetration between the banking and insurance industries can, on one hand, disperse risks within financial groups microcosmically, and therefore play an important role in maintaining market stability due to each other's different behaviors macroscopi- cally; and on the other hand, may lead to cross-sectoral risk contagion through cross-shareholding and financial ve- hicle transactions. So it's necessary to enhance the insurance industry's development as one of the three financial pillars, and meanwhile, fully recognize the possibility of it being an instability factor, and effectively prevent the cross-sectoral risk contagion between the banking and insurance industries.
