As to the present condition and inadequacy of ground electromagnetic observation,as well as the urgent need of China＇s earthquake monitoring and forecasting,the exploration of new methods and technologies in the application of earthquake monitoring and forecasting is imperative.Therefore,it can be carried out as＂an observation＂,＂two studies＂,＂two systems＂,namely,＂comprehensive analysis and observation of electromagnetic disturbance＂,＂research on the separation of internal and external geomagnetic field and its current system＂,＂mechanic research on the generation and transmit of earthquake electromagnetic effect＂,＂general observation and analysis system of the natural source and artificial source＂,＂heaven and earth observation and analysis of electromagnetic systems integration＂and so on.
