本文基于超效率DEA模型,测算出2000~2011年中国西部11个省考虑环境效应的全要素能源效率,并运用Malmquist指数法将全要素能源效率指数分解为技术进步指数和技术效率指数,最后利用Tobit模型对全要素能源效率影响因素进行了分析。结果表明:西部各省能源效率差距较大,其中,内蒙古、重庆和青海的能源效率较高,广西、贵州、云南和甘肃的能源效率比较低;样本期间,西部地区平均全要素能源效率下降了0.4%,技术进步是能源效率变动的主要因素;第二产业和第三产业发展对西部地区能源效率提升有促进作用,能源价格、煤炭消费以及区际产业转移的上升对西部地区能源效率提升有抑制作用。
The article calculated the total factor energy efficiency from 2000 to 2011 of western region of china's provinces in the presence of environmental regulation based on Super -DEA , and decomposed the energy efficiency into technical progress and technical ef-ficiency by adopting Malmquist method , and at last studied the influence factors on the total factor energy efficiency by using Tobit model . The results are as follows . Firstly , the differences of energy efficiency between provinces are very apparent , Neimenggu , Chongqing and Qinghai's energy efficiency is higher , but Guangxi , Guizhou , Gansu and Yunnan's energy efficiency is very low . Secondly , the total fac-tor energy efficiency of west china decreased by 4% from 2000 to 2011 , which was mainly caused by technical regression . Thirdly , the increase of secondary industry and tertiary industry played a positive role in improving the energy efficiency , the rising of energy price , coal consumption and provincial investment played a negative role in improving the energy efficiency .
