首先建立了科技评价方法体系,然后分析了5种线性客观赋权评价方法特点,在此基础上提出了一种新的客观赋权科技评价方法——独立信息数据波动赋权法,并且以中国科学技术信息研究所农业期刊数据为例进行了实证。其原理是,首先计算出评价指标的离差系数,然后利用改进的复相关系数计算指标的独立信息率,将二者标准化后相乘再进行归一化处理得到权重。对线性客观赋权法的适用条件进行了讨论,认为熵权法和离散系数法在计算指标权重上有相似之处。
This paper firstly establishes Sci-tech evaluation system,and analyzes characteristics of five objective weighting methods.Based on this,it puts forward a new independent information data fluctuation weighting method and tests it with agricultural data of ISCIC.It firstly calculates coefficient of dispersion of the evaluation index and then the rate of objective information,which are standardized and multiplied to get the weight.It also discusses its application condition and finds out the similarity between entropy weight method and dispersion coefficient method.
