水资源是西南岩溶地区生态环境保护和社会经济发展的关键因素,开展岩溶水资源可持续利用评价是促进西南岩溶地区水资源开发利用与生态环境协调发展的有效途径。本研究将模糊综合评判法作为西南岩溶水资源可持续利用评价的主要方法,构建了西南岩溶水资源可持续利用评价指标体系,划分了层次结构,通过频率统计法、主成分分析法等方法选取了24个西南岩溶水资源可持续利用评价指标,并进行了简要说明;对权重的确定、评价矩阵的建立和运算模型的选取等模糊综合评判重要环节进行了阐述。采用2005年观测资料,对贵州普定后寨流域上、中、下游地区进行水资源可持续利用评价,评价结果表明:脆弱的生态环境是制约上游水资源可持续利用的关键因素,各区水资源可持续利用度:下游〉中游〉上游。评价结果较直观地反映了研究区域水资源复合系统可持续发展状况。得到了前人研究成果的验证。
Water resource has posed a great restriction on social and economic development in the Karst region of China. This paper analyzed the coupling relationship between water resources utilization and ecoenvironment, and brought forward that sustainable utihzation of water resource is an effective way to harmonize water resources and eco-environment, and ensure sustainable development of society and economy. Some evaluation methods were discussed, and Fuzzy Synthetic Judgment (FSJ) method was adopted as the main evaluation method. Hierarchy framework of evaluation, which is included 24 indicators, was drawn up based on the demand of sustainable water resources use utilization. Twenty-four indicators were selected through frequency analysis method, theoretical analysis method. The character of each indicator was introduced briefly and the weight of each indicator was evaluated by export consultation method and Improved Analysis Hierarchy Process(IAHP). The sustainability of development capacity was classified into five grades: very low, low, moderate, high and very high. Leaping phenomena between grades can affect the accuracy of evaluation result. Therefore, Relative Membership Grade (RMG) formulas were formulated to abate the leap phenomena. The evaluation matrix was established according to evaluation indicator grades and relative membership grade formulas. Weighted Mean method was adopted in arithmetical model of Fuzzy Synthetic Judgment according to characteristic of water resources system. The research work mainly focused on the evaluation of sustainable water resources utilization in Houzhai watershed of Guizhou province by using observational data in 2005. The results showed that the degree of sustainability of water resources use is the highest in lower reaches and the lowest in upper reaches. Fragile eco-environment is the key factor affecting sustainable water resources use in the upper reaches. Ecoenvironment protection should be emphasized and water demand of eco-environment must be satisfied
