港城一体严重束缚了港口的管理和发展体制改革,因此港城分离成为解决港口供给侧问题的关键突破口,供给侧结构性改革旨在调整经济结构,使要素实现最优配置。结合我国港口的现实情况和世界港口的成功经验,本文提出适合我国港口发展的新模式和运行机制,即管理体制上港城分离的区域化港口模式和所有权与经营权分离的混合所有制运行机制。港口企业通过供给侧改革增强活力和竞争水平,能在更高的水平、更广的范围和更深的程度上参与全球竞争,以适应经济全球化和国家实施“一带一路”战略的发展。
Harbor - city integration has seriously hindered the development of port management and system reform, so harbor - city separation has become a key breakthrough to solve the harbor reform problem on the supply side. Structural reform on the supply side is designed to adjust economic structures and make elements achieve an optimal allocation. Combined with the reality of China' s harbors and successful experiences of harbors in the world, this paper put forward the new harbor development modes and operation mechanism for China' s harbor development, namely regional harbor mode and the operation mechanism of mixed ownership for harbors based on separation of ownership and management. Harbor enterprises can enhance the vitality and compe- tition level through the supply side reform and participate in the global competition at a higher, broader and deeper level, in order to adapt to the development of economic globalization and implementation of China' s national strategy of "One Road and One Belt".
