近年来各类非常规突发事件频繁发生,已经引起了社会和学界的广泛关注。在基于情境的基础上,将非常规突发事件发展划分为3个部分：发生前、发生时和处置后。并对每一部分所运用的理论方法进行介绍与总结,使读者对非常规突发事件从发生到处置结束后的决策与实施有个清晰整体的了解,形成一个完整的思路,并提出了非常规突发事件应急管理今后的发展方向。
英文摘要：
In recent years,unconventional emergencies occur frequently,which has caused widespread concern in society and academia.In this paper,based on context,unconventional emergencies are divided into three parts： pre-occurred,concurrent and after-disposal.And the theory methods of each part are introduced and summarized,so that readers will have a clear and overall understanding for decision-making and implementation from the occurrence of unconventional emergencies to the end of the disposal thus form a complete thought.The paper also indicates the direction of development of unconventional Emergency Management in the future.
