本文在分析中国人口增长对粮食需求增长的基础上,综合考虑了灌溉农业、雨养农业发展以及粮食和经济作物的种植结构发展趋势变化。研究了中国在不同粮食自给率条件下2010年和2020年灌溉面积发展需求,以及在农业用水总量不变的条件下灌溉水利用率提高幅度需求。分析结果认为在粮食自给率为95%情况下,2010年和2020年中国灌溉面积应当分别达到5868.9万hm^2和5996.8万hm^2;在农业用水总量不变的情况下要保障灌溉面积的发展,2010年和2020年灌溉水利用率应比2000年分别提高10.80%和16.46%。在此基础上,论文分析了灌溉发展对策,提出从田间、灌区和流域3个层次采取综合措施提高农业灌溉用水资源的利用效率和效益。
Based on the comprehensive analysis on population growth, grain demand and various factors influencing grain production, the requirements of irrigated area in China in the year of 2010 and 2020 were analyzed according to different grain sufficient rates. With the grain self-sufficient rate of 95 %, the irrigation area should be increased to 58.69 × 10^6 hm^2 in 2010 and 59.97 ×10^6 hm^2 in 2020. Under the condition of without increase of the total amount of water for irrigation, the irrigation water using efficiency should be increased by 10.8% from 2000 to 2010 and 16.46% from 2010 to 2020. Furthermore, the strategy for the development of efficient irrigation was demonstrated. It is proposed that measures should be taken at field, irrigation district and river basin levels respectively to elevate the water using efficiency and productivity.
