To carry out the spirit of ＂National Outline for Medium and Long Term Educational Reform and Development （2010-2020） ＂, the grass-roots university with Chinese characteristics should establish the idea of running university of ＂basing on the grass-roots, standing high aspirations, socially reintegrated, pursuing excellence＂, take collaborative innova- tion as the power, set the training of ＂social person＂ as the centre, orient social teachers, field subjects and dual college system as the carrier, optimize the architecture and system and try to activate the mechanism and energy. In the process of transforming from traditional school-running to socialized school-running, it should try their best to form social features and build the zrass roots-oriented universitv with Chinese characteristics.
