质量诚信体系是市场信用体系的分支,能通过信誉机制,发挥市场的自律自治作用,是形成市场秩序的基础性制度.目前,我国质量诚信体系已经初具规模并取得成效,但与形成质量信誉机制和提高监管的有效性等要求相比,还存在不小的差距.主要体现在理念存在偏差,信息的披露和公开的程度不足,传播手段较为单一,共享联动机制尚不完善,对失信行为的惩戒力度不够及信用服务市场发育不足等几个方面.对此,提出了要以法制为基础、由政府主导和推动来完善若干具体的质量信用制度,包括质量信用信息归集、公开和传播利用、质量信用奖惩制度等.同时,基于质量诚信体系建设的需要,提出了加强质量信用服务市场的开放和培育以及以多元化社会治理机制来共同推进质量诚信体系建设的建议.
Quality credit system is a branch of market credit system and a basic system for the formation of market order,through which a reputation mechanism is formed to realize market discipline and market autonomy.At present,the quality credit system in China is gradually taking shape and has seen some achievements.However there is still a big gap to meet the requirements for the formation of quality reputation mechanism and improvement of the effectiveness of the quality regulation.The gap is mainly reflected in such aspects as misconception,insufficient information disclosure and publicity,limited channels for information distribution,shortage in information sharing mechanism,insufficient punishment for breachGofGfaith conducts and underGdeveloped credit service market.In consideration of these,this paper proposes to perfect a number of specific quality credit systems mainly through the leading and promotion by government, within a legitimate framework,including system for quality credit information collection,publicity and distribution, system for quality credit rewarding and punishment etc.This paper also puts forward the proposal to strengthen the openness and cultivation of the quality credit service market and diversify social governance mechanisms,with an aim to promote quality integrity system construction.
