经济社会与能源环境的严重失调,已经成为发展中国家可持续发展的严重制约因子。运用耦合协调发展度模型研究日本工业化进程中经济社会与能源环境协调发展的演进趋势,分析其成功经验,对我国工业化进程中经济社会与能源环境协调发展起到一定的指导作用。研究结果表明,日本经济社会与能源环境耦合协调发展度在工业化进程中呈现鲜明的阶段性特点,经历了先下降、后上升、趋于平稳的3个阶段,呼应了日本工业化进程中快速工业化阶段、产业结构升级阶段、经济衰退阶段,只是由于发展惯性及环境政策效果的延迟性,经济社会与能源环境耦合协调发展度拐点整体上推迟5年左右;另外,拟合结果显示,产业结构升级改造以及可再生资源与废弃物利用程度的提高是促进经济社会与能源环境协调发展的关键环节。由此,我国在稳定经济发展速度、加大节能减排力度的同时,应考虑提早采取相关措施,进行产业结构升级、提高再生资源和废弃物的利用程度,大力发展循环经济,促进经济社会与能源环境的协调发展。
The serious imbalance between the economy - society and energy - environment has become a serious factor that restricts national sustainable development. Using coupling coordination degree model, this paper ex- plores the evolution trends of coordinated development of economy- society and energy- environment in Japan" s industrialization process and analyzes the successful experience, which plays a guiding role coordinating the de- velopment of the economy - society and energy - environment in China~ industrialization process. The results show that the coupling coordination degree of Japanese economy - society and energy -environment in the process of industrialization has the distinctive periodical characteristic, experiencing three stages : decline, rise, the final stable. Coupling coordination degrees of three -stage evolution trends correspond to the rapid industri- alization stage, the industrial structure upgraded stage and the economic depression stage in Japan~ industrializa- tion process. However, due to the hysteresis of environmental effects and the periodic of environmental policy ,the turn point of coupling coordination degree would lag five years behind schedule on the whole. In addition, in- dustrial upgrading and the improvement of renewable resources and waste utilization are the key link to promote the economy - society and energy - environment coordinated development. Thus China should consider taking relevant measures as early as possible while maintains the speed of economic development and intensifies energy -saving and emission reduction, including promoting industrial upgrading, improving the utilization of renew- able resources and wastes, developing the circular economy vigorously, to promote the economy - society and energy- environment coordinated development.
