上海铁路局铁路专用线货运安全管理的实践与探讨

铁路专用线是企业或其他单位管理的与国家铁路或其他铁路线路接轨的岔线,铁路专用线管理涉及部门众多,安全管理难度较大。为强化铁路专用线货运安全管理,解决铁路专用线基础设施与运输需求不匹配、管理机构及制度有待完善、现场作业管理有待加强和人员教育培训有待提高等问题,以上海铁路局管内铁路专用线货物运输安全管理为切入点,通过分析铁路专用线安全管理存在的问题,结合铁路运输安全总体要求,提出规范铁路专用线建设工作、强化铁路专用线内部管理机构建设、加强现场作业的控制力度、提升铁路专用线企业运输从业人员素质、规范铁路专用线运输安全协议的签订等措施,为确保铁路专用线货物运输安全提供参考。

英文摘要:

Railway industrial siding is a branch line connected with national railway or other railway lines,which is managed by enterprises or other units.The management of industrial siding involves many departments and has great difficulties regarding safety management.In order to strengthen freight transport safety management of railway industrial siding and solve the problem of mismatch between industrial siding infrastructure and transport demand,incomplete management agency and systems,weak on-site operation management and lagging staff training and education,targeting with the freight transport safety management of railway industrial siding managed by Shanghai Railway Administration,through analyzing the problems existing in safety management of railway industrial siding,combining with general requirements on railway transport safety,this paper puts forward related measures,such as standardizing construction works of railway industrial siding,strengthening construction of internal management agency of the industrial siding,enhancing control of on-site operation,increasing transport staff performance of railway industrial siding enterprise and standardizing the signing of transport safety agreement of the industrial siding,so as to provide reference to ensure freight transport safety of railway industrial siding.
