将环境约束的异质性引入到中国省级区域科技资源配置效率的分析中,构建在固定规模报酬下考虑非期望产出的SBM模型,对比在不考虑非期望产出与考虑非期望产出两种情况下的中国省际科技资源配置效率时空分异,并引入空间Durbin模型分析区域科技资源配置效率的空间溢出效应及其影响因素。结果表明:①中国省级区域科技资源配置效率空间分布格局的非均衡性特征较为明显,不考虑非期望产出情况的科技资源配置效率要比考虑非期望产出情况时较大,但两种情况下区域科技资源配置效率水平都整体偏低,具有较大发展潜力与发展空间。②省级区域的科技资源配置效率存在空间溢出效应,间接效应、总效应对科技资源配置效率的影响与直接效应表现出相同的影响方向,但是不同解释变量对于本地区与其它地区科技资源配置效率提升影响作用的显著性不同。③不考虑非期望产出的科技资源配置效率更多地强调了劳均GDP等经济发展水平因素对于科技资源配置效率的影响,忽略了环境因素与市场化因素对于科技资源配置效率的影响,考虑环境约束下的科技资源配置效率的测度更为科学、合理。
The heterogeneity of environmental constraints is introduced into the analysis of regional science and technology resource allocation efficiency in China. A SBM model to build for considering the non expected output under fixed scale returns, in comparison with the scientific and technological resources allocation efficiency without considering and considering the non-expected output. Spatial spillover effects of regional scientific and technological resource allocation efficiency and its influence factors measure by using spatial Durbin model. The results show: (1)The spatial distribution pattern of regional science and technology resource allocation efficiency is obvious. The efficiency of scientific and technological resource allocation without considering the non-expected output is more than that of the non- expected output. (2)There is spatial spillover effect on the allocation efficiency of science and technology resources.Indirect effect, total effect on the efficiency of scientific and technological resources allocation, and the direct effects of the same impact, but the different explanatory variables are significantly different from the efficiency of the scientific and technological resources allocation in the region and other regions. (3)The influence of environmental factors and market factors on the allocation efficiency of science and technology resources is ignored in the case of non-expected output. The measure of the efficiency of scientific and technological resources allocation under environmental constraints is more scientific and reasonable.
