哈尔滨2030预规划低碳导向方案调整研究

哈尔滨市要实现2030年GDP总量和CO2排放强度目标,在未来18年内需要实现全领域的减排和增加碳汇。按照哈市总规2030年预规划方案,到2030年碳排放与碳汇平衡21805万t,是哈市CO2减排规划2898万t的7.5倍。因此,2030预规划方案必须做很大的调整才能满足国家提出的碳减排目标。为此提出将哈市2030年碳排放结构调整为:工业(含电力生产)50%、道路交通30%和居民生活和商业20%。提出了基于哈市总规2030年顸规划基础上的低碳导向方案,即:工业部门的碳排放量比预规划方案减少50%;适当减少建筑碳排放量149万t;增加交通部门碳排放量123万t;大力发展碳汇增加2567万t用于碳中和。以此基本构架编制了低碳情景下总规方案,同时满足2030年GDP总量和CO2排放强度目标.、

英文摘要:

On the basis of the total GDP and per capita GDP forecasts for the" 12th Five-Year" period that Harbin Municipal Government put forward in 2010, and the Chinese government's promise to "reduce carbon dioxide emission by 40 to 45 percent of 2005 level by 2020" , the authors estimate that the total amount of carbon dioxide emission of Harbin in 2030 should be controlled at 28.98 mil- lion tons, which is approximately 38.95% of that in 2009. According to the pre- liminary proposal of Harbin Comprehensive Plan 2030, carbon emission and car- bon-sink balance is estimated to be 218.05 million tons, which is 7.5 times of the targeted 28.98 million tons in Harbin Carbon Dioxide Emission Reduction Plan. Therefore, the preliminary proposal needs to be adjusted substantially to ful- fill the target. The authors propose the carbon emission reduction structure of Har- bin City in 2030 as follows: industrial (including electricity production) 50%, road and traffic 30%, residential and commercial 20%. Accordingly the low-car- bon-oriented scheme is put forward based on the preliminary proposal of Harbin Comprehensive Plan 2030: reduce carbon emission in industrial sector by 50% and that in buildings by 1.49 million tons; increase carbon emission in traffic sec- tor by 1.23 million tons; and develop carbon-sink aiming at an increased capacity of 25.67 million tons for carbon offset. Based on this prospect, the authors formu- late a new Comprehensive Plan on a low-carbon scenario to meet the GDP and carbon dioxide emission intensity targets for Harbin 2030.
