On the basis of concluding the theory of industrial innovation at home and abroad, this paper aims at the issues such as the low percentage of high-tech industries in Heilongjiang Province,weakness of industrial technological innovation capability,the optimization of agriculture structure ,and the slow development of service. Above all ,we put forward some strategies ,for example ,the innovation model should transfer from large enterprises to the industrial innovation,perfecting agricultural industry organizations,using the industrial innovation area of ＂Ha-Da-Qi＂ to lead the surrounding areas＇ development,broaden service scope,amd encouraging innovation in small and medium-sized enterprises.
